"ulisner, Becker, r7r a. Took up the matter of the proposed CIA legislation. Mr. Becker noted that the Bureau of the Budget declined to accept the provision thu": any Commissioned Officer appointed to the position of Director shoulu be retired as a full General. Because there are in the proposed new let.isiu- tion a number of points to which exception might be taken and because that concerning Gen. Cabell's position is the only pressing item, Mr. DuLes indicated that legislation relating to the Deputy Director of Centres In- telligence should be drafted and pushed along, and instructed Y.r. Becker and Mr. Wolf to prepare a draft which Mr. Dulles could take up with Sen. Saltonstall. He stressed that this should not be a personal bi.L_.L applying by name to Gen.
