PRESENT: Messrs. Wisner, Wolf, Becker
a. Reported on the status of the "Cabell Bill" and noted that:
(1) we were pressing to get this legislation through before the Easter
Recess of the Congress, since if this could not be accomplished now
the Bill would be held over until about the 13th of April; (2) he had
requested assistance from both Jerry Persons and Bobby Cutler in
pushing this Bill, particularly since: (a) General Cabell had been
nominated by the President; (b) he (Cabell) had personally requested
that we seek the assistance of Persons and Cutler; (3) there was a
possibility he would again be called before the Committee on Friday,
27 March.
b. Stated he had requeste to postpone final
decision by the PSB until the return of Mr. Dulles on the recommenda-
tion of the Rockefeller Committee that there be established a separate
Government agency to conduct propaganda activities. Mr. Wisner said
this request had been made in view of: (1) the absence of the Director
and his (A/DCI's) inabilit to attend the PSB Luncheon today (which
was subsequently cancelled; (2) the interest this Agency has in the
above referred to recommendation. Mr. Wisner also said that Tracey
Barnes had undertaken to prepare his recommendations for the Director
on the proposal of the Rockefeller Committee.
. Referred to the series of questions put to us by State on the
situation and asked Mr. Helms to ensure that ekeply was forwarded
today. In the event there is further information on this subject still
outstanding, our reply should so indicate advising that such information
will be forwarded upon receipt.
. a. Confirmed with Mr. Wisner the Director's desire that Pforzheimer
personally discuss with Senator McCarthy the list of names furnished by
the McCarthy Committee to Mr. Dulles.
b. Reported that at the request of General Smith he and
to construction programs of the Voice of America, and noted that
had also discussed this subject with 0 Mr. Wolf
went on to say that he, F- I had made every effort not
to become embroiled in the VOA construction program and, in fact, the
main purpose of the above discussions was to determine whether the
contractors involved were performing any construction for this Agency --
noting that such was not the case. Mr. Wisner pointed out the "dynamite"
connected with this problem, but stated we could do no less than abide
by General Smith's request.

a. Reported that the meeting oni discussed at the 25X1
Deputies' Meeting on Monday, 23 March, had been arranged for Monday,
30 March.

a. Reported that there were sufficient "little things" in the
air pointing to the remote possibility that the Soviets might pull out
of East Germany and Austria -- noting in this respect that a Russian
official is alleged to have stated that these areas had lost their
strategic importance to the Soviets.
