General Smith stated he had discussed the PSB matter with fr. r;taats yestr ro,iLy
and it had been agreed that (1) our comments would go forward to the Preside-it
who, in turn, would refer them to the Bureau of the Budget; (2) any aecisiori on
this matter would be made by the DCI, Mr. Staats, and Admiral Souers. (.vv.~?
In accordance with the DCI's instructions, 'orwarded a copy of o 25X1
comments to Mr. Staats. )
Vr. Dulles briefly reported on the discussion held at a meetin-r of t:-_e uo-knc Li
on Foreign relations which he attended yesterday in New York.
a. Referred to the discussion at yesterday's Deputies' Meeting concerning

their report to the 'resident who, in turn, had asked for our comments. )r.
