Deputies' Meeting
Wednesday, 9 July 1952
PRESENT: General Smith, Messrs. Dulles, Wisner, Becker, Hedden, Col. White,
a. Noted he had received a memorandum from a certain individual which
quoted a statement used by Stali in 1933 at the time he was implementing tte
Farm Collectivisation Progra which time Stalin accused those who opposed
this Program of using germ war 'are in an effort to prevent its completion. Tie
Director stated that if we could get the exact quotation and to whom it was
presented, it was perfect propaganda material and should be used by every
medium at our disposal.
b. Noted that had requested that (1) he be released"to return
to the Air Force to accept a psychological warfare job at SHAPE; (2) he be sent
to the field with CIA. After some discussion wherein a particular job was
mentioned in which the Director felt that he could do if he would make up his
mind as to whether he wanted to "go or stay," Mr. Wisner undertook to disouss

c. Noted that there was to be a meeting at Cambridge, Massachusetts, this
weekend of the Advisors of the CEVIS Group and stated he had attended previous
conferences but would be unable to attend this one. The Director indicated
that Mr. Becker would attend in place of D/llCI.
b. Noted there had been another exolosion in Macao and briefly discussed
the reported damage.

a. Noted that there was a briefing being held in the Director's Coherence
Room at 11 a.m. today on our Foreign Arms Procurement Program and asked the Director
if he wished to attend. The DCI indicated that he would not have the opportutnity,
however, he desired a very brief memorandum on this matter. V a N
b. Noted that he had called Mr. Broadbent of Budget concerning Possible new
locations for CIA and that he was to see: Broadbent to discuss this matter further
at 4 p.m. this afternoon. The Director stated we should atten)t to "do a little
horse trading" on this matter and asked Col. White to submit recommendations to
him after his conference with the Budget representative.
a. Asked for and received the Director's approval to employ
as a consultant.
