A. Referred to the item in the log concerning

and stated that: 1) we should go much further than
giving him a stern warning and as a first step send a letter to the
court which would act on his final citizenship papers requesting that
approval of such papers be delayed; 2) he believed. that FBI woulri :~_end
assistance to us in this matter; and 3) aMSOP should be developed :gin
order to handle future cases of this nature.
Ir_ this connection, ~`r. Dulles stated it might be wise for CIA to ~_n-
form agents that L7S citizenship will not be granted to them if the;,- fa=1
in any way to abide by their contract wit1-~_ this Agency.
The Director noted that possibly this Agency could be held liable 'f
the agent in question was granted citizenship in view of 3~is receni~
actions.
Nor. Wisner undertook to follow through on this matter acid keen the ;>CI
informed.

B. Noted the item in the log concerning liaison with the
I~r. Wisner pointed out that we were grooming an individual of
extraction to performs this duty.
The DCI approved.
C. Discussed the composition of the daily log and stater-. that
he desires the items therein to contain our most current informatic,n
even though time did not permit recgrrmended courses of action. In this
connection, he noted that the log was for his information and. that ':~e
did not want items withheld pending completed or recommended action:.
H e also stated that he would refrain from discussing various items ~t th:~
morning Deputies meeting if it was so desired.
Ivlr. Dulles and R~r. 'r1i_sner both pointed out that these discussions were
fruitful and asked that they be continued,

and and directed that it be rewritten in order to indica~re
only t e appointment of Mr. Becker as "a Deputy Director" and Dr. Kent
as "an Assistant Director" leaving out any mention of
leaving.
F. Approved fir. Becker's prcposed reply to Gen. Bolling
concerning a GS-7 secretary for the ti~lat.ch Committee Secretariat.
