Referred to the item in the log concerning Cc>~_. ;'hi-te 25X1 and stated that: 1) we should go much further than giving him a stern warning and as a first step send a letter to the court which would act on his final citizenship papers requesting that approval of such papers be delayed; 2) he believed. that FBI woulri :~_end assistance to us in this matter; and 3) aMSOP should be developed :gin order to handle future cases of this nature. Ir_ this connection, ~`r. Dulles stated it might be wise for CIA to ~_n- form agents that L7S citizenship will not be granted to them if the;,- fa=1 in any way to abide by their contract wit1-~_ this Agency. The Director noted that possibly this Agency could be held liable 'f the agent in question was granted citizenship in view of 3~is receni~ actions. Nor. Bolling; today in order to brief him on the "penetration plan". She Director agreed and asked that when he sees Ambassador Bowles on the 22nd,.~fr. Dulles and I~r. Wisner "stand by". Mr. Wisner asked and received approval f.or at the time of the appointment.
