Briefly discussed the cable concerning 0 replacement.
NOTE: DCI later directed that this cable be brought to his attention upon
the return of Mr. nd Colonel Johnston.
a. Noted that (1) the Senior Staff had approved the paper on Evacuation
of Indigenous Personnel; (2) this action would place a burden on CIA; however,
we could "carry it".
b. Stated that the Steering Committee would meet this afternoon to
consider the revised draft of the Southeast Asia paper and noted that the
paper as written provided for

d 1. After some discussion, the Director stated
that while he was in agreement that we should do something in 25X1
no action could or would be taken on our part until such time as the

Department of State made a firm decision respecting US policy in these areas.
The Director went on to say that the paper in question should be tig;atened
and should define the actions to be taken by State, Defense and CIA and,
further, that the term "use every reasonable means" was not acceptable to hi;i.
The DCI indicated a desire to formally approve this paper prior to its
presentation to the ABC.
c. Stated that he was delivering David Bruce's letter concerning
to Mr. Mathews today.
