Dulles, Wisner, Wolf, Becker, Redden The Director: a. Referred to certain reports that were to go to Ar. Bohlen only and stated that we should show him the last two or three of these repori:s received and request his comments and whether or not he desired to see such reports i.n the future. Mr. Dulles undertook to proceed along these lines. b. Discussed certain personnel changes and stated his desire to hanule these matters personally. Mr. Dulles: c. Raised the question of the exchange of PWs in Korea. Mr. Wisner noted that he had prepared a paper on this subject as a result of the JCl's redraft of I.ryr. Hedden's first paper. After some discussion, the Director stated that in this particular matter we should not make for.aal repre~entatior! to the CSC and that this matter should be handled informally and suggested that it be done by DD/F. The Director noted that it was only our job to invite attention as to what could be done in this regard and that we could not bear the burden of following through on any suggestions that we ai==ht make. In connedion with. the above-mentioned cable, the Director referred to our agreement that in =areas where active military operations were being conducted CIA would report through military channels to the militar-y commander. He also stated that if the military did not wish to make use of our talents, we would withdraw o~_~r people and put them in "other places'.
