Dulles, Wisner, Wolf, Becker, Redden, The Director: 25X1 25X1 c. Read portions of a letter he had received .from 25X1 pertaining to defectors. Mr. Wisner stated that comments 25X1 bore out the discussion on this subject at yesterday's Deputies meeting. The DCI stated that he personally wished to attend the next Interdepartmental to reply to meeting for about five minutes. He also asked Air. LJisner letter and briefly discussed what should be d. Asked FIr. Becker to discuss a certain matter with Kingman Douglass. a. Stated he was attending a meeting of the US Evaluation Board this morning and that was the present chairman of this Board. He noted that the present charter of the Board covers technical activities only and some provision should be made for this Board to receive policy guidance l from a "high level committee". The DUI agreed and stated that policy guidance to the Evaluation Board was a missing; link between the Board and the NationaLl Security Council. Mr. Dulles again expressed his opinion that probably tae Steering Committee of the NSG should have the responsibility for formulation of policy and furnishing "ideas" to the Evaluation Board for implementation. b. Noted that he was to have a talk with prior to 25X1 his departure on a trip during which he was to see Tito. a. Stated that some of his people would be standing by to brief Mr. Harriman after the luncheon today. Referred to the item in today's log concerning DCI locations of these groups. and rave the 25X1 c. Stated that 111r. Llewellyn Thompson was in Washington. The DCI indicated he would see him. d. Noted thati had given him an oral report on the Iranian elections and that a menioran um on this subject was being pceoared for the DCI. The question was then raised of participation by our "area desk people" in ONE estimates. The Director stated that full advantage should be taken of the knowledge of our "area people" in the preparation of estimates. In this connection, Mr. Becker noted that the last estimate published bye ONE on Iran was a case in point and stated that it could stand a great deal of i,nnprovement. After some discussion, Mr. Becker undertook to (a) look into the whole problem of ONE productions; (b) pass along the Director's views on "agreed estimates". e. Noted that he had been in touch with rir. Bohlen and had exraressed to him the Director's views on the establishment of combined covert opera&i(,ns. f. Referred to the cable on 31 January from and Johnston and 25X1 read portions thereof.
