It was noted. that this was only a gratuitous service on our part since the Council does not have a Legislative Officer. b. Raised the question of Congressman Busbey's last letter an:z asked what action we now propose to take. After some discussion, the Director called Mr. Busbey and informed him that we could not make available Forfar, on our employees since they were a part of security records. However, there was no objection to Busbey or an accredited representative of his office to come here, at which time form would be extracteu from his security file and made available for review. A letter to tciis effect has been prepared to Busbey for the DCI's signature. The Director stated that as a matter of policy hr- would rather that our people not make talks of any kind other than tole made to the various Service Schools; however, he would approve in this particular instance. In this connection, Mr. Dulles stated that we ?J so had a request from the President, Norfolk County Bar Association that e made available to speak at a dinner meeting on any subject of his choice. After some discussion, the DCI (1) disapproved and directed that the Bar Association be so informed; and (2) it be suggested to them that they might wish to contact j. After some discussion wherein it was pointed out that there was a possibility we might not have a require.aent for all of these people, the DCI directed that (1) we should get our slate made up and requisitions on file; (2) Gen. Bolling should be requested to screen these people; (3) we should not ask for their actual assignment until we can take care of them; (4) this matter should be discussed with I land 25X1 Johnston upon their return; (5) after this discussion, a revised recuest, if necessary would be made. ci c. b. Mentioned U. K. Armstrong's proposed conference on psychological warfare over Washington's birthday and the request to PSB for assistance za "hiring a hall". The Director indicated that he was thoroughly familiar with this proposal and this Agency would not have any part of the above corii'-rence. c. Stated that George Harvey, Chief Clerk of the House Appropriations Committee, had indicated that the Committee would not accept the PSB budget as heretofore submitted (equally divided between CIA, State, and Defense). The alternatives offered by Harvey were (1) the complete budget be 1;zmped into the CIA budget; and (2) PSB submit and defend its own budget. The Director stated that of the two he preferred the latter and directed that Col. White and IM'tr. Saunders discuss this matter with the 3ureau of the 3u:,,et pointing out that it would be of great assistance to us if PSB could stand on its own feet. In connection d th the CIA budget, Col. White noted that we might have to appear on the Hill within the next two or three weeks.
