Dulles, Wisner, Wolf, Mr. Jackson Becker and briefly in the end 25X1 25X1 Brief reference was made to the log items respecting the L---j r' art on the atomic bomb explosion and the present state of CIA operations Mr.. Wisner undertook to find out what .orgaaiza-Aon was requesting reports from the organization of Freedom Loving Lawyers. 25X1 25X1 ' 25X1 25X1 25X1 25X1 Mr. Dulles reported on yesterday's Senior Staff meeting in which: Mr. 0 mentioned in this connection that Mr. Jackson and he hai talked with Tom Corcoran respecting relations with the Hill. Corcoran had suggested that the Agency pick out Republicans and Democrats with plenty of energy and allow them to designate suitable individuals for liaison.do indicate the caliber of people desired., 0 referred to Senators Lyndon Johnson. a Democrat, and Everett Dirksen, a Republican. Mr.-Wisner raised the question of our current arrangements with and hr. Mr. Dulles requested that this paper be shown to him before it was in final form. Mr. Wisner and Mr. Dulles raised bke question as to the Director's letter to Gend and requested Mr. Becker to review it and advise them as to any changes that might be made in view of more recent development;:,. Mr. Wisner reported briefly on conversations with particularly with respect to relations with the State Department. Mr. Wolf gave notice that representatives of the Bureau of the Budget would desire to talk with the DCI late next week, at the latest. In view of this, Mr. Wisner was asked what the deadline was on the four books to be prepared for discussing the OPC program with PSB and he stated it was the end of this week. Mr.O commented that quite a bit of work would have to be done on these books before they were ready for use in discussions with the Budget people. Mr. Dulles commented that both Frank Wisner and himself shouldbe present when the Director talked with the Budget people. In connection with the foregoing discussion, Mr. Wolf noted that Gen. Magruder, Col. and Mr. Saunders were meeting in the near future to discuss the OPC 19;3 budget. Mr. Dulles felt that the figures could be given'to Gen. Magruder but that they should go no farther. Mr. 0 reported that the CAT suit had been stopped. This was the action brought by a Mr. Taylor. Mr. Jackson reported briefly on his discussions with Dr. It had been agreed that Mr. 0 would go in at the first stage and make recommendations as to what the survey would cover and in so doing would consult with Dr. 0 There was a possibility that the survey should go beyond CIA and cover scientific activities throughout the Government, in which event it would be necessary to make recorrinendations for'such a survey to the NSC. Jackson had received the concurrence of Mr. Webb of State Department to present the project initiated by Mr. Douglass to the NSC. The DCI would probably desire to do this at the next meeting at which he could be present. Mr. Becker raised and received the confirmation fr m members of the PRO that project 0 was approved in the amount of incluuint. 25X1 the paid out on account during October. gave notice that there would be a meeting in Fir. Doug ass' office of Drs. a well and Millikan and Messrs. Kirkpatrick and Douglass respecting recent proposals for coordination of scientific and economic matt::-rs in Europe. This meeting would take place on Saturday. Mr. Wisner questioner whether all the matters to be considered were related'and Mr. Dulles desired. to meet with these gentlemen after a preliminary paper had been developed. Mr. Becker called attention to the discrepancy between the 500 plane per month estimate of Russian production contained in NIh 55 and the 300 per month figure contained in a recent ORR report. He stated that he felt that the reconciliation of these figures should be a priority project of ONE. Mr. Dulles felt that this was the case.
