Director's Meeting
Monday, 19 November 1951
Mr. Dulles stated that he had seen lover the
weekend and he is willing to go aheadetrRIA661-Y. he would like a six
months' leave of absence from the Petroleum Institute. The DCI
stated that in fairness we would have to inform the Institute that
if everything worked out well after a trial of 6 months, we would

The DCI reported that he had called General ~ wanting
him to replace Gen. on the Board of National Estimates.
Unfortunately, he is not available.
Mr. Wolf stated that he nou has a list of all safe houses
which he will show to the Director.
Mr. Wisner has a paper from the PSB staff in regard to
formulation of 4 National Psychological Strategy. . This appears
to be the first step towards drawing up a strategic plan. There will
be informal discussion this afternoon and Mr. Wisner will attend.
Mr. Wisner reported that the Air Force was worried because
State Department has changed its mind about the deploying of the First,
such deployment and Air Force wants CIA support. Mr. Wisner would
like a quick estimate on the political repercussion caused by such
deployment and will ask for a memorandum. Mr. Dulles suggest*d
