Mr. Dulles has had a talk with Gen. Magruder and they agree that
there is no reason at this time for further study of Q The DCI
agrees and the whole matter of paramilitary operations worries him. Col.
said that he had already asked that the paper be withdrawn and the
JOB will stop consideration of it. The DCI agreed to defer his latereot

Mr. Dulles reported that Col. has had a request for a 25X1
debriefing of before a hig -eve State Department group.
The DCI approved and urther stated that could answer all 25X1
questions frankly but that they should add that they were expressing their 2 5X1
own opinions and not necessarily the firm opinion of CIA.

The DCI said that Dr. had made an excellent impression
on him and appeared qualified to head the Scientific Intelligence Survey
team. He will be back next week and the DCI wants Mr. Jackson to see
him.
The DCI said thati was considering the possibility of
a change in paramilitary operations. He thought it might be possible to have
a corp of volunteers subsidized by the Military but under our operational
command. If this can be worked out, it will be a step in the right direction.
Mr. Wolf reported on the call from Senator Hayden in regard to
a paper he had received on CIA use of printing facilities'. The DCI will
call Senator Hayden and suggest that Mr. Wolf see him. The DCI mentioned
that before we go back to Congress on our building, we will have to have
floor plans. Mr. Wolf said that these would be prepared. The Director
asked that Pforzheimer prepare letters for his signature to Senators and
Congressmen who had been of major assistance to us in regard to the
building.
