Director's Meeting

Mr. Dulles mentioned that he was getting additional facts on
reinsurance of cargoes for Iron Curtain countries. The DCI said that
it was obvious that the Soviets were tightening up on security and
instanced their cancellation of reinsurance and their decision not to
disseminate certain scientific periodicals next year.

Mr. Dulles gave the Director the letter from Mr. Chapman in
regard to with comments from the Office of DD/P. The Director
will call Mr. Chapman.
Mr. Dulles reported on a conversation yesterday with Mr. Barrett
and Mr. Joyce of State. He gave the Director a memorandum setting: forth
Mr. Barrett's complaints against RFE.

NCFE to be on a more international basis. Mr. Dulles explained tha+
