An interim board is to be created for the little Joint Chiefs of Staff in Europe, plus a CIA representative. The DCI asked Mr. Dulles to inform I _j and the JSPD that while we agreed in principle we would prefer to wait until after Mr. Wisner's return before concurring. The DCI is hesitant about such distribution and suggested that the question might be brought up before the IAC.
