Mr. ~Polf has received a new personnel requisition from He suggests that this should be given careful study before we make an all out assault against the Navy for failin td roduce personnel until na9r. Mr. golf reports that has an excellent memorandum justifyring the demands for additional personnel. Mr. Dulles stressed the fact that we must attempt to get the three Services on our side as xell as the Department of Defense . ? Among other matters Mr. Dulles reported that at his luncheon yesterday with Navy they claimed that they had no0 which they could let CIA have. They also stated that the Navy reply on our personnel request of 2 August had gone back to Defense. Colonel mentioned that General Hayden is here for proposed talks wit and he gave Yr. Dulles an agenda for the meetings. Col. ~ and Mr. Kirkpatrick will chair the various meetings. Mr. fiTisner reported that he had advised Gen. Bolling of the contents of our proposed letter to State Department on the matter. Gen. Bolling approved. Mr. VPisner has set up a meeting Rite Gen. Bolling on Monday to discuss the Doperations. He believes that the DCI and D/DCI should be present. Yr.
