The DCI reported that Ranger Battalions are being broken tp.
The Ranger School, however, will be maintained. General Collins has
offered us the opportunity to proselyte in present Ranger organization?
in accordance with General Wyman' s wishes.
Mr..Dulles said that Radio 'Free Europe wished to put on
a half-hour broadcast on the daily basis in Russian directed toward
the Russian forces. Mr. Dulles would like to see this pointed
primarily towards defection. The Director does not see that there
is any policy question involved and approved the operation which
may cost in the neighborhood of

Mr. Dulles reported on a-meeting yesterday with Mr.
Harriman, Mr. Gray, and General Magruder. They discussed Mr. Dulles'
paper (?) which may be brought up at the next PSB Meeting. PSB
should coordinate psychological warfare but not enter into
operations. The DCI concures in this and feels that Mr. Gray
is covering too much ground.
Mr. Wisner is preparing a briefing session sometime
within the next ten days for and Mr. Gray.
The DCI stated that Mr. Gray s o ice sou restrict itself to
drafting ovepall strategic plans and examining present projects
to determine whether they are sound.
Mr. Dulles stated that Mr. Harriman was perturbed in
regard to the Iranian situation. He feels that the British and
Iranians each think that the other side will crack and has asked
for any CIA ideas. The Director stated that we had exhausted our
ideas.
