SEMS Director's Meeting 2 August 1951 Mr. Jackson discussed the Reber-Chadwell memorandum on Scientific Intelligence and the point of view of the Services. The Director stated that the subcommittee on electronics, guided missiles, and chemical warfare must immediately undissolve itself and remain active until its future was determined by the DCI and the IAC. Gruenther is worried about the psychological atmosphere in Europe but very pleased with whom Q has been behind. Gen. Gruenther was informed of our interest. Mr. Wisner asked if he could also brief Senator Lodge and dissuade him from pressing ideas on the clearance of agents. Security is presently too tight. The DCI stated that Mr. Dulles would work on this matter upon his return. to come to this country. DCI approved. Mr. Wisner reported that Mr. Dulles agreed with Mr. Mr. Wisner reported on the Mci?ahon letter in regard to Donald McLean. DCI agreed this should be coordinated with FBI. DCI stated that Jim Angleton believes that a desk-to-desk relationship between 0 and FBI is possible and desirable. The DCI may have to talk to Mr. Hoover in regard to a "treaty of assistance''. Mr. Wolf asked if we could pay travel expenses.
