briefly discussed the OPC Consultant's Meeting
which he a en e yesterday afternoon. He noted that
had given a brief resume of his recent trip to Europe and
it appears that operational planning insofar as concerns Army,
Navy, Air Force and SHAPE, is being done separately and apparently
wholly uncoordinated. This situat places an additional burden
u Don our people in drafting plans ,unconventional warfare.
I lalso noted that General Haydon, who is General -
Sinclair 's war Planner, was in t9wn to discuss the whole problem
of I in Europe.

personnel to eachCavert training and he believed this problem
could be helped by the covert offices designating certain qualified
personnel to lend assistance in this matter.
