Colonel Hansen noted that Congressman McCormick would have
lunch with the DCI on 7 August 1951.
Mr.O noted that Congressman Holifield had indicated
that CIA would be excluded from any Government regulations per-
taining to the transfer of furniture and automobiles.
Mr, also discussed the list of incompetent employees
submitte a various Assistant Directors. It was noted that
in each case these people had good efficiency reports, a number
of them received in-grade promotions, and some had received pro-
motions for meritorious service. Trubee Davison has examined
this report and informed each AD concerned that individuals
involved would be on probation for a period of ninety days. If
at the end of this period their work had not improved, they would
be released.
Mr.O also noted that a new classification system as
to employee's efficiency and/or worth to the Agency, was being
developed.
Mr. raised the question of the grades of our Senior
Representatives He noted that they were both
GS-]i's and in his opinion should probably be raised at least one 25X1
grade. He will discuss this matter with Mr. Mr.
noted that eight recommendations for promotion in had been 25X1
received, but as a result of a conversation between . Wolf and
Mr. it had been decided to hold these promotions in abeyance 25X1
for the present time.
Mr. II stated that provisions are being made to take
care of the NSC Senior Staff This will entail an
addition of about 35 people to be quartered in the
event of attack on Washington. He als that see
PBA today regarding our acquisition of the
site at Langley for the new CIA Building.
Mr. Reber stated that Dr. Andrews was now prepared to send
a team to Europe to microfilm document collected by CIA and
other intelligence agencies which of value to the intelli-
gence effort as a whole. These documents were previously examined
by an expert who reported that "a wealth of material was on hand".
Mr. Reber also noted that the various intelligence agencies had
agreed to make their material available.

Mr. Reber stated that the DCI had agreed to coordinate the
study requested by NSC on the problem of security of the US
from an attack by the USSR. The participating agencies will
furnish their portions of this report to CIA in order that a
draft report may be furnished NSC by 20 September. The final
report is to be completed in time for the President's "State of
the Union" address.
Mr. Reber reported that he would initially represent the
CIA on the Covert Requirements Committee.
