Wig, 2 July 1951 Mr. I I stated that he had asked DD/P to recommend in writing ac on o be taken on all papers submitted through or from his office to the D/DCI and DCI, i.e., "recommend signature"; "recommend approval", etc, stated that Mr. Douglass had recommended that hey lattend USCIB meetings in order that he might brief the DCI on matters pertaining to this Board. 25X1 noted, and Mr. that such briefings were the responsibility of the AD CI and should be done by him, Mr. Reber briefly discussed the conversation he had with Colonel Howze of G-2 regarding the Watch Committee. It was Mr, Reber-s impression from this discussion that possibly our repre- sentatives on the Committee were at times reluctant to "speak their piece". Mr. Douglass has been advised, Mr. Reber also noted that the various sub-committees of the Scientific Intelligence Committee were still not receiving com- plete cooperation from the scientific people in G-2. Mr. Reber will discuss this matter with Dr. Chadwell, and they in turn will discuss the matter further with the D/DCI. Mr. Reber also reported that he is working on the problem of our contacts with representatives of the non-IAC agencies who travel abroad. The subject of presentation of awards to civilian and military personnel of CIA was discussed.
