Director's 'heeting
Wednesday, 11 July 1951
Mr. Dulles reported on a meeting yesterday with r?Mr. Harriman,
Gordon Gray, ECA and State in regard to Communist activities in Italy and
France. There was general agreement that something should be done imned:La telf.
Mr. Dulles will probably discuss this with Ambassadors Bruce and Dunn on hi-s
trip,. abroad. State Department will probably send messages to Bruce and Dunn
advising them of such discussions. p' Dulles suggested that the matter also
be discussed with General Eisenhower

Mr. Dulles reported that Mossadeq is giving serious considcraticrL
to a U.S, mission and that Mr. Harriman may go. Under no circumstances

the Iranian problem would be to have a Royal-Dutch trusteeship; acce_tance
by the British of nationalization; an American loan partly to AIOC ajd parts;:

Mr. Tulles reported that he talked with Gen. Willoughby whose hea~1 h
seems to be fairly good. The Director stated that Willoughby had better 7at
over to Spain immediately.
Mr. Dulles submitted a thoroughly unsatisfactory report on the -by
interrogation. The Director wants Mr. Dulles to be very firm in his tal_ie w-th
as he considers the whole Philby-Burgess affair as scandalous. !`le
Director'stated that we must proceed on the assumption that Philby kic"
passed on everything.
