Mr. Dulles reported that there were difficulties with

meet alone and ask them what they would agree to.
Mr. Dulles reported that he was signing a letter to the Chief
of Naval Operations concerning a small unit to be established at Pearl
Harbor to conduct liaison with Admiral Radford's command. The unit
will have nine slots.

Mr. Dulles said that CIA had been requested to clandestinely
export some more arms to The Director said that State
decide whether the operation should be clandestine or not. should

this but that he did not want in the operation under any 25X1
circumstances.
Mr. Dulles reported that the cable to FEC on psychological
warfare would go out today.
Mr. Jackson reported a visit by Fisher Howe of State concerning
Acheson's testimony on the question of Japanese peace failures prior
to Yalta.
In view of the fact there were no items for the agenda, the
Assistant Directord meeting was cancelled.

The Director said that we should start preparing now the final
report to the NSC on the reorganization; touching on the lack of
cooperation on the estimates side; the magnitude issue; and the fact
that the JIC is moving towards a position where they would not comment
on an intelligence matter without the approval of the JCS. The Director
also said that a directive should be prepared covering the IAC and
eliminating the FBI and AEC from membership.
