Mr. Dulles reported that he was working on a for escape and evasion. Mr. Dulles presented a letter on NSC 26, and the Director suggested it be modified to indicate that the companies had agreed to a program of limited denial. Mr. Dulles raised the question of a Senior Representative in ~. The Director said that 0 should be considered if we are planning to promote somebody in the organization, but that he wouldn't consider any outsider under the rank of Major General.
