There is a USCIB meeting tomorrow and the Director has told an~;leton
to prepare a memorandum in regard to the minimum exchange of raw traffic that
would satisfy the 0 Both the Director and Mr. Douglass should hive t~-iis
memorandum prior to the USCIB meeting.
Mr. Dulles reported that he would hive a meeting triis mornin~z with

should be set up to enable us to act at the proper moment.
