Er. Dulles reported that, he had had a pleasant l unchwith 25X1
General Robert McClure who promised to send him a directive on
psychological warfare. In this connecti nn, Mr. Reber said that it
was important to arrive at an early decision concernins the resnonsi-
bi_lities for psychological warfare. Mr. Dulles cautioned that CIA
should avoid being caught between the 'entagon and the State Depari.rnent,
in the battle over this authority.
NT r. Dulles reported that Mr.Ohad briefed the top 25X1
Admirals in the Navy yesterday, and that Admiral Sherman had been very
interested and had asked many ouestions.
MMTr. Dulles reported that he hnd had discussion with Mr,
on Section R of Public Law llC.
Mr.II reported that he had discussed 0,/PC administration
with Messrs. and Johnston and they agreed on his plan. He so id

was followed. He said that. the cover story on had been

Mr. said that a letter had been received from State
indicating that Ben Shute would he in Wa.shington the second week in Pebroor
