Approved For Release 2 U!/%*LP80BO1676R002300040099-7 Deputy Director's Staff Meeting Wednesday, 31 January 1951 Mr. Reber discussed psychological warfare and said that the services were not too happy about State taking over research support for psychological warfare intelligence. Mr. Jackson informed him that the IAC had been told about the reorganization and suggested that he conduct information discussions with the JIC. Mr. reported that he had discussed the transfer of personnel from State to 0/PC with Mr. Howe, and that there seemed to be some confusion as to whether it was a CIA request or an 0/PC request. Mr. Jackson suggested that a conference be held with Mr. 0 on this subject. Mr. Jackson inquired as to the status of NSC-29. It was reported that Mr. Reber had been holding conversations with the Department of State and would have recommendations prepared at an early date. Mr. pointed out that under NSC-282 CIA had been requested to prepare a study on economic intelligence and that this had not yet been completed. He said that Dr. Millikan was advised of the situation and was exerting pressure to get it finished. There was mention of the visit of General Donovan on 1 February, and the desire of the Director that he be briefed by the pertinent Assistant Directors. 25X1 Mr. Jackson inquired as to delay in certain correspondence, and was informed that the current practice was to prepare the answer here or to give the appropriate office an early deadline. Mr. McConnel stated that an order had been issued on 27 January which indicated that personal mail would not be opened henceforth in the Mail Room. Mr. Dulles stated that he had dined with Mr. Ed Miller, Assistant to the Secretary of State (Inter-American Affairs) and Mr. Reber reported that he had discussed the matter of cables with the Department of State and two copies were to be furnished CIA, of which one copy could be made available to 0/CI.
