Daily Staff Meeting

It was announced that the Assistant Directors meeting would
be held on Wednesday at 11 a.m. Mr. Dulles said that he couldn't
attend but that he had no matters to raise.
It was questioned as to whether a decision had been reached
on CIA participation in the Internal Security Committee. Mr. Dulles
said that he had not reached a conclusion on that subject, but that
he would try to do so at an early date.
Mr. suggested that the action to be taken on
cutting down on the length of memoranda should be done by an agency
notice and Mr. 0 reported that he would prepare one.
Mr. Reber reported that he was conducting discussions on
overt liaison and would have recommendations..prepared at an early
date.
Mr. Reber reported that he was holding a conference on the
subject of requirements and hoped to have recommendations soon.
Mr. McConnel and Mr.stated that they felt that
was rapidly becoming an orphan in the operations field, inasmuch
its requirements were so small in contrast to 0/PC. They stated
that they believed the first step would be to develop the essential
cadre for a permanent career intelligence service and then to build
on that.
