Press Club in a "for background only" speech and had answered questions
off the record.

Mr. Reber reported that the psychological warriors had agreed
on the set-up and agenda for the Psychological Strategy Board.
Mr. I Ireported that the delay in presenting O/PC
requirements to G- might seriously interfere with our getting the
material that we needed. Mr. said that he had authorized
this delay in view of the magnitude paper and because he had been told
that requirements are being presented to G-L on an ad hoc daily basis.
It was agreed that steps would be taken to see what could be done to
speed up the presentation of requirements.
