Mr. 0 briefly discussed activities of the Requirements
A. The production offices will be furnished an
initial list of targets by 27 June.
B. The operational people and the Committee were
discussing a SOP regarding primary targets.

B. The administrative lag between submission of
travel vouchers and receipt of payment.
C. Security in the Agency as a whole and in
particular the Administration Building.
A representative of each office in this building
will discuss security with its respective employees.
In connection with over-all security of the Agency,
the subject of the formation of a liaison division
of CIA was discussed. This division would deal
with foreign national representatives rather than
these people dealing individually with the component
parts of the Agency. Mr. 0 suggested that we
might well request the FBI to carry out limited
surveillance of fore4gn national accredited to
CIA. Colonel noted that Mr- Pouglass was
