Handed Mr. Jackson MSC on covert operations to study.
Mr. 0 reported on the State Department proposal for space and
indicated the reasons why it could not be accepted. Mr. Jackson asked him to
look into all details of the possibility of obtaining the balance of the Navv
Hospital.

Report on memorandum from AD/RR asking whether analysis of Soviet
trade agreements and of cancelled instruments of foreign polic was an
appropriate function. It was decided to defer this until reported. 25X1
It was agreed that there should be a memorandum prepared on t
responsibility of. CIA's senior representatives overseas. Mr. is 25X1

Mr. Jackson approved of the statement on psychological warfare to be
sent to AD/RR and suggested that it be deferred until akes over.
There was discussion of the President's letter on economic warfare
and it was decided that 0/RR should represent the agency in discussions with ctai:e.
