MEMORANDUM FOR THE RECORD
SUBJECT: Minutes of the Special Group (CI) Meeting
2 p.m., Thursday, May 16, 1963
PRESENT: Governor Harriman, The Attorney General, Mr. Gilpatric,
General Taylor, Mr. Forrestal, Mr. Coffin vice Mr. Bell, Mr.
Wilson vice Mr. Murrow, Mr. Karamessines vice Mr. McCone

1. Internal Defense Plan for Bolivia
Mr. Martin reviewed the actions taken by the responsible departments
to revise the Internal Defense Plan to comply with the instructions of
the Special Group. He stated that projects not relevant to internal
defense had been deleted and the Plan modified to include only those
unfunded additional projects which can be given consideration by the
responsible Washington agencies. Due to the short time available to revise
this Plan, it was not possible to submit this revised Plan to the Country
Team. However, the first quarterly review will give. the Country Team the
opportunity to make any desired recommendations on priorities or courses
of actions.
The Attorney General inquired as to the status of our efforts to work

type of people on the scene to carry out effective programs.
The Chairman mentioned that our Ambassador for Bolivia will be in
Washington next week and he will be informed by State that this subject
will be discussed during his visit. The Attorney General pointed out
that he would like to determine what Washington can do to help on this
matter.
The Group approved the Internal Defense Plan as submitted and noted
that it was also approved by the Latin American Policy Committee on May 9.
The Group acknowledged that there is a need to revise the current
instructions on the preparation of Internal Defense Plans. Mr. Maechling
commented that State is aware of this need and is now drafting revised
instructions. It was agreed that State would submit to the Group an inter-
agency cleared draft of a revised instruction to the field on the prepara-
tion of Internal Defense Plans. This draft should also include instruc-
tions for submitting periodic progress reports. The Group also requested

State to prepare a report on the schedule for the submission of such
progress reports to the Group.
2. Indonesia
a. Indonesian Police Programs
Mr. Coffin gave a summary review of the AID report on this item.
General Taylor commented that the limited number of advisors assigned to
the Mobile Brigade may be inadequate in view of its strength and para-
military mission. He suggested that Defense, if required, could assist
in making additional advisors available.
The Group discussed the reasons for the delay in the procurement of
arms and ammunition for the Mobile Brigade. It was agreed that reaction
time on projects of this type should be improved. The responsible desk
officers within State and AID should monitor projects to insure that
necessary follow through is accomplished.
The Group requested AID to submit a report at the next meeting of the
sequence of actions to provide equipment, including arms and ammunition,
for the Mobile Brigade. This report should indicate how this was handled
by AID and what steps have been taken to improve this situation. Mr.
Coffin will determine if AID can meet the planned delivery dates for both
vehicles and arms and ammunition being sent to Indonesia.
b. Indonesian Civic Action Program
During the review of the status of the civic action program in
Indonesia, Mr. Coffin pointed out that the program is now funded and the
Phase I equipment will arrive by July, 1963. He mentioned that a problem
may develop in obtaining manpower to carry out this program if the planned
demobilization of the Armed Forces does not occur. The members agreed that
this is a good program and General Taylor pointed out that it is under the
close observation of Nasution.
Mr. Forrestal asked what actions have been taken by AID on the Country
Team request to waive the requirement for the Government of Indonesia to
deposit local currency counterpart funds for civic action projects. This
request was made in Djakarta Telegram 1298 dated 8 March 1963. The Group
requested State and AID to submit a report at the next meeting on how
this matter was handled.
Following a discussion of the Country Team proposal for an expanded
program to provide training for Indonesian military officers in civil
fields, the Group requested AID and DOD to report on the status of this
proposal.

The Group agreed that this matter should be kept under close scrutiny
by CIA and subsequent reports should be submitted to the Group if the
situation deteriorates. Mr. Bowling commented that he was concerned over
the possibility of an overland link-up with the SovietA which would

The Chairman mentioned that Embassy Tehran had responded to the State
cable urging intensified efforts by the Country Team to assist the land
reform program and methods by which we can influence Iran to modify its
conservative fiscal policy. He suggested that after this response has
been studied by the responsible Washington agencies it should be brought
to the attention of the Group.
Miscellaneous
A. The Group agreed that the meeting scheduled for May 30, 1963 will
be changed to May 28, 1963 at 2 p.m.
