MEMORANDUM FOR: Mr. Dulles
SUBJECT: Resumption of Speckaj~' o eetings
1. Attached are copies of my minutes of the early Special
Group meetings in this Administration.. You will note that the
first meeting on 9 February was in general an organization meeting.
The first full scale one was on the 14th; this was held in your
Conference Room and consisted of a comprehensive review of past
actions.
2. It was first planned to have meetings every Wednesday,
but this was quickly changed to Thursday. Meetings have been held
every week from the 9th of February on. (On the 27th of April the
NSC meeting ran so long that the Special Group was dispensed with. )
3. I think the explanation of the 2 March date is that this was
the first time in the new Administration when Cuba was discussed.
Therefore, WH used this date in its memo for the Taylor Committee,
not realizing that meetings had started earlier.
