MEMORANDUM OF SPECIAL GROUP MEETING HELD ON THURSDAY,
MARCH 15, 1962.
Action: McCone raised question of JCS requesting
overflight without going through COMOR and USIB as was done on
South China flight last week. JCS spokesman claimed their right
to approach Special Group without going through COMOR. Secretary
Gilpatric stated all overflights would go through COMOR if McCone
so desired. However, the charter and responsibilities of COMOR
should be discussed with me prior to next meeting.
2. The USIB action on the CORONA and ARGON missions
were approved.
Action: We can proceed and then prepare for submission
to Special Group later this year with respect to the '63 support.

Action: DD/P to make arrangements with McGhee.
6. The relocation of Meo population discussed. Agreed
necessary discussions complete under-
standing exists between FitzGerald and State. No further action
necessary until Laos political situation clarifies.
7. SAMOS Contingency Plan postponed.

MONGOOSE reviewed.
Action: Mr. Harvey should review Tom Parrott's copy
Action: In accordance with President's direction, Special
Group should give consideration to Administration's policy with refer-
ence to maintainin secrecy surrounding this operation. Apparently
Charyk an have been working on this problem. Scoville
and qualifie "cover story" people in Agency should give consideration
to alternative courses. we should follow and discuss .with McCone prior
to next meeting.
