At the beginning of the discussion of this project, Mr. Balms
amended the .recommendations, to call for expenditure-of only
for the reminder of FT 1962, with the understanding that
CIA, in coordination with state, will assess critically the
financial outlay necessary to achieve the objectives of the pro-
ject through the 1964 elections. Specific r.coeandmtioos for

Mr. Johnson said that, contrary to the content of paragraph
3 .4, the State tapart mot's position was that the operation should
be so conducted that there weld be no knowledge, on the part of the

Mr. Johnson said that the State Department would concur in the
project provided a moderate and practical attitude toward the
government and toward the =is maintained, and that a continwd
asfessment be made of the effectiveness of the operation. He also
cautioned that the rument will probably assume that the project
is being backed by and

very closely watched.

General Lesmitser called the Group's attention to IRSAM 99,
asking whether operation MILitIASH should be considered by the Special
Group under the terms of that paper. It was felt that this is not
necessary. There was some discussion as to the responsibility of
the Special Group in connection with IMAM 99, and the Chairman under-
took to look into this further.
7. Information for M k&istra Satallitep
Mr. Gilpatric said that Dr. Charyk-has prepared a list of
information to be provided for short-lived satellites, as discussed
last week. He said that this would-be distributed to the members.

General Taylor noted that,suastions had been made that, in
order to avoid any unwitting conflict of interest, the Executive
Director of the National Aeronautics and Space Council, Mr.
Edward C. Welsh, be fully briefed on reconnaissance activities.
Mr. Johnson said that he had already given instructions that this
be done.

9. Proposed Operation ARainat Airfields
General Lesenitser called attention to the supply operation
that are being conducted from the airstrips at Vinh and Tchepone.
Hr said that he believes a covert operation of some kind is desirable
in order to neutralize these fields or the aircraft operating from
them. The Group agreed that this is the proper forum in which
to discuss such a proposal and General Leanitsar said he would table
one.
