MEMORANDUM ON SPECIAL GROUP MEETING ON 17TH OF MAY
1. Dr. Ray Cline briefly discussed his observations in
South Vietnam and Formosa. No actions required.'
2. Photographs of the Kamchatka patrol flights were examined.
It appeared that because of cloud cover and distance, the photographs
are of questionable value. McCone observed that the flights apparently
caused the deployment of SU-7s into the area.
3. The CIA proposal for the support of the
was reviewed and approved. The Group
felt that the paper was somewhat deficient and proposed that future
papers for Special Group action contain some, but not all, of the details
in the May 16th memorandum on this subject which was prepared for
the DCI. McCone stated that future presentations will keep this sug-
gestion in mind. McCone emphasized the. assignment of
this program and agreed to report periodically
to the Special Group with respect to this program.
4. The proposed allocation of
was approved.
5. The proposed program for political support for the Dominican
Republic as outlined in the paper covering this subject, dated May 15th
and memorandum dated May 17, was approved subject to Alexis Johnson
checking with our Ambassador whose views have not been received.
However, it was felt that he generally approved the program.
ACTION: It was agreed that this program would be kept under
continuing surveillance and that a report would be made to the Special
Group once every 90 days.
