This was followed by reports of Ball and Gilpatric on developments in the UN which followed the telegraphic reports received in the DCI's office prior to the meeting. Further actions and decisions of the meeting are covered in penciled notes attached. The CIA was requested to prepare an immediate report on the effectiveness of the blockade, i. e. the number of ships which have been stopped or turned back, those boarded and allowed to pass and the shipping which has proceeded through the blockade unmolested. The purpose is to have an appraisal of the effectiveness of the blockade and some indication of its effect on the Cuban economy, if any. With respect to the flying of U 2s or drones, it was decided that a drone should be flown promptly. Secretary McNamara wished to postpone this action until we can clarify certain objectis which existed in the Air Force. It was decided not to fly a U 2 until more information was known as to the operational status of the SAM sites. 25X1 Approved For Rel '15: CIA-RDP80B01676R001900100006-7 Approved For Release 2003/03/05 : CIA-RDP80BO1676R001900100006-7 tersESW Attachments to report of Executive Committee Meeting 11:00, 2 Nov. 1962 4 pages penciled notes 1 page brief re Cambodia-South Vietnam 1 page brief re Laos I page brief re USSR shots - 2 Nov 62 Summary - Situation in Cuba 2 Nov. 62 Watch Comm.
