Bob reported that the uniform allowance for chauffeurs is a dollar allowance and that the chauffeurs have been advised they can buy shirts instead of pants if they do not exceed the dollar allowance. c. Bob spoke to me about a recent change in the Clandestine Services Review Course requested by DD/P which would limit attendance to Clandestine Services employees only. This would exclude all Support personnel who have worked intimately with Clandestine Services personnel at overseas stations. Bob had not talked personally with Des FitzGerald or Tom Karamessines about this, and I asked. him to do so. It seems to me that they would not wish to exclude the Support people with whom they work intimately. In any case, I asked Bob to get the facts before bring- ing the matter back to me for further consideration if necessary. 2- After our meeting with Dick Helms, n~ met with me to discuss a proposal by Paul Borel that the un- classified FBIS Daily Report be disseminated through the Government Printing Office where it could be purchased rather than provided gratis as we do now.~was opposed to this and thought that we should pro- vide this as a overnxnent service. I disagreed. We then discussed the letter which Paul Borel had sent to all subscribers to the FBIS unclassified report. Some subscribers had not replied, and they pro- posed to send a second letter notifying these subscribers that they were being dropped from the list since they had not responded. I agreed that a more polite letter should be sent soliciting their views rather than telling them that they were being dropped from the list. If they still do not reply, however, I think we should advise them that their names are being removed from the list. The Director buzzed to request that I look into the procedures for the transfer of duties from one SIDO to another in the Operations Center. He got the impression from a conversation he had with the SIDO sometime today that sufficient effort may not be made to bring the new 5ID0 up to date. He suggested that they should brief the new SIDO in the same way they would brief the Director. (I undertook to do this and will want to discuss the matter with Jack Smith. ) 4. Paul Borel telephoned me about the following items: a. Paul spoke to me about "China slots" and seemed to think that Ray Cline had obtained assurance at the Morning Meeting that DD/I would get all the China slots the need. Paul thought this would be in the neighborhood of I told him that Ray 25X1 had been promised only about slots for the research staff on 25X1 China and that no commitments had been made to give DD/I all the China slots they ask for in the whole of DD/I. I said that I would be glad to talk with him and John Clarke about this after our personnel ceiling figure is settled with the Bureau of the Budget. b. I undertook to ask Dick Helms whether he has any objec - tion to the Distinguished Intelligence Medal's being presented to Otto Guthe at his retirement party on 5 January. (This I have done, and Dick has na objection. ) b. I met with Dick Helms, at which time Dick philosophized about the duties of the Assistant to the Director. He made it clear to 0 that he could not "stand behind 25X1 the Director's chair" and that, since the DDCI is responsible for run- ning the A. ency, he is also the court of final appeal. He emphasized that ~ job is to work not only for the DDCI but also for the Executive Director and the De uties and to be as helpful as possible to everyone. Somewhat to~surprise, I think, and almost certainly too Dick was emphatic that we are not trying to move in the direction of closing off all contact with the press. He empha- sized also that each case which is a little different must be considered on its own merits and that the most important thing for 0 to know 25X1 is when to take a strong position and when to seek advice or help from higher authority. In the course of the discussion complained that 25X1 DD/P is setting up a separate press section under and 25X1 that they are fighting any sort of central control. Dick said that we would have another session at which time we would discuss this but that as a matter of principle he does not want separate press sections to be set up in various parts of the Agency. ?. After our meetm with Dick Helms, 25X1 ~ rnet with me. was quite critical 25X1 recent interview by a member of the press, feeling that Mike revealed far too much. I told ~ that I had approved of Mike's having this interview but that I had not read the detailed report which Mike had submitted. 8. Paul Borel talked with me about V~alt Elder's replacement and suggested that name be added to the list.
