a. I approved a DD/S proposal to close down power for about
two hours on Sunday, 23 January, for test purposes. I cautioned
Alan to publish a timely notice.
b. I discussed the organization and manpower control regu-
lation with Alan and asked him to effect a limited and quick co-
ordination by 10 January.
c. We discussed acquisition of the and I en- 25X1
couraged Alan to get in touch with the owners to renew our interest.
I also agreed that we should write a letter to the Fairfax County
authorities similar to the one we wrote last year objecting to any
rezoning of this tract.
2. General Cabell delivered to me the section of his memoirs
about his years at CIA with an accompanying, self-explanatory letter
to Admiral Raborn. He pointed out that he has not contacted anyone
in the Agency since he does not want word to get out that he is contem-
plating publishing his memoirs before he has a chance to contact a
publisher. He said that the entire manuscript was written almost
from memory. He also said that he felt the memoirs would do CIA
a great service and that he would be glad to receive any suggestions
on how they might be improved. He was emphatic, however, that,
if he accepts any suggestions, he would put them into his own words.
He wants to make very sure that, whether or not his memoirs are
published, they are entirely his own work. Later in the day I advised
Dick Helms that I had received these papers from General Cabell.
We agreed that, initially at least, we would ask Howard Osborn and
Walt Elder to read them. (At the Morning Meeting on 27 December
Dick mentioned that we had received this manuscript. He also urged
those present not to mention the fact that General Cabell is about to
publish his memoirs. After the meeting Larry Houston stopped in to
say that General Cabell had told him about his plan to publish his
memoirs and had suggested that Larry might like to read them.

3. I approved of John Clarke's taking annual leave from 23 Decem-
ber 1965 to 4 January 1966.
4. Jack Earman buzzed to say that he had read Larry Houston's
draft paper on use of the Director's authorities and was somewhat
concerned about it. The paper gives the impression that there is no
problem, whereas Jack, apparently supported by 0 feels this 25X1
is not the case. I authorized Jack to show Larry some of the examples
which he has uncovered in recent surveys to support his feelings.
5. Bud Wheelon and I alked with me about the paper, 25X1
which was already overdue, delineating their respective responsibilities
in connection with the overhead reconnaissance program. They are
now coming forward with a paper with which they are in agreement
spelling out these responsibilities. I gathered that the only significant
change from the draft prepared earlier by =and Hank Knoche is 25X1
that Bud would attend the NRO Executive Committee Meetings instead
of John Bross. They have not discussed this with John. under- 25X1
took to do so and anticipated that John would also concur.
7. I talked to Dick Helms about my meeting with the Deputies on
16 December concerning the possibility of reorganizing the old Super-
grade Review Board or formalizing supergrade review panels at the
Deputy Director level. The latter would be entirely acceptable to
him, and I undertook to proceed with this arrangement.

resolve the problem, Alan should speak with me again before applying
further pressure.
8. Alan Warfield talked with me about the case

9. I talked with Bud Wheelon and I about Bud's
earlier proposal to replace Jack Ledford eventually with a civilian
CIA careerist. We agreed that this proposal would not fly, particu-
larly at this time, and that, if Jack does leave, which I am told he
will do sometime next spring or summer, we should replace him
with an Air Force officer. Bud and believe that F 25X1
now the NRO Chief of Staff, will be available and would be eager to
have the job. They also think that, if someone like Peer deSilva
could be made available to replace the job of Deputy 25X1
Director of NRO, which is now held by I I might eventually 25X1
become surplus to everybody's needs. I said that, while I did not
know I very well, he impressed me as being a first-
rate officer and that I would certainly have no objection to his replac-
ing Jack Ledford. I emphasized, however, that I thought any moves
or even suggestions at this time which might lead to the elimination
or downgrading of job would be most unfortunate and
probably counterproductive. We agreed that I

be done from John Clarke s staff, although they would welcome greater
participation by John's staff in the whole NRO program. We discussed

a. Bud solicited my views on his taking a trip of about one
month to the Near East and Europe
He wants to take about ten young DD/S&T officers
with him, primarily for their morale and as payment for the con-
tribution they have made to developing the system. This would
entail the charter of a C-11$ and, of course, con- 25X1
siderable expense. I told Bud that I was pretty cold to the whole
idea and would certainly have to check it out with Dick Helms.
We agreed to discuss this with Dick together.
Last year with General Carter's permission he used the
Gulf stream and took his wife along and stayed for several days.
He was frank to say that the trip was half business and half vaca-
tion. I told Bud that the Director had declined to use the

Gulf stream for his Christmas trip to Florida since he took his
wife with him and suggested that Bud take a leaf out of the Di-
