1. I approved of Jack Earman's taking annual leave until
Monday, 3 January.
2. Hank Knoche and I had a meeting with bout
the general subject of using computer techniques in the dissemination
of cables and the effect this might have on those components of the
Agency serviced by the Cable Secretariat. It seemed to us that there
is no question of whether we should proceed on the assumption that
we would use computers since this will be almost essential to ac-
commodate the stepped-up flow of traffic which the Signal Cen r will
turn out with its automatic switching device. We asked to
make a study of the impact, changes in operating procedures, etc. ,
which would be involved for the consumer components. We made
certain suggestions about how he might do this but gave him a blank
check to get the job done in the way he thought best.
3. I reminded that the Director had levied a re-
quirement on John Clarke to ensure NPIC produces bi-weekly reports
on its workload for our use in providing a better justification for in-
creased personnel and funds than we have been able to give in the
past.
4. Bob Fuchs called to request further guidance on the format
of the report on travel by employees in grades GS-15 and above.
5. I talked with Dick Helms again about our R&D problem and
told him that each day which goes by convinces me more and more
that we need some kind of central coordinating authority. I believe
that Dick's decision hinges on Bud Wheelon's final decision on whether
to stay with the Agency. If Bud is going to stay for the reasonably
foreseeable future, I believe Dick will give him the necessary
authority. If he decides not to stay, some other course of action is
probably in the cards. We agreed to "ad hoc" the coordination, as-
suming of course that Admiral Raborn will stand still until Bud has
made up his mind, which he has agreed to do hopefully not later than
1 February.
