Morning Meeting of 1 October 1965
There was a discussion of the Indonesian situation. R. J. Smith
also briefed on the India-Pakistan and Dominican Republic situations. He
noted this morning's French nuclear test in the Sahara.
Kent noted completion of the memo requested by DCI on pros and cons
of the resumption of U.S. aid to India and Pakistan. Consensus was that the
memo would best not be disseminated outside the Agency. It was noted that 25X1
the memo appears to be under-classified.
DDS&T reported that
DDS&T said the take from the first bucket of the most recent CORONA is of
good quality. It was noted that the photography shows a very large test circle
at Semipalatinsk.
DDS&T reported that weather is clearing in the NEFA and would
permit U-2 flights this weekend. DDCI reported that USIB is informed of
this and he said he would discuss this with McGeorge Bundy this morning.
At DDCI inquiry, DDS&T said an expected Soviet missile spectacular
did not develop last night. There was one SS-9 firing.
DDP reported that the military in Saigon now takes the position that 25X1
pacification is best handled by PAT teams, and that these teams should be
under civilian not military control. If this responsibility falls to us, this will

Executive Director reminded that the National War College Class
will visit the Agency on 4 October.
Executive Director reported that on 4 October) will be
assigned to O/DDCI, and Knoche will join Executive Director's staff.
DDCI noted that the DCI was speaking before the National War College
this morning and would be back in the office thereafter.
