In connection with the above, Cline noted that the DDI had maintained a research staff on China for the past 10 years. He also reported that Secretary Rusk had reviewed the National Policy Paper Program which is to continue, but with emphasis on countries which are of major importance to the U. S. R.J. Smith noted the article in the New York Times on Bloc aid to North Vietnam which initiated a discussion as to the possible source. DDP will cable the for any additional information they might have. Kent reported that the Indo-Pak Estimate will be before USIB tomorrow. Bannerman noted a recent support by the Agency to the Secret Service. Bross reported that the charts for the SIGINT Requirements Review have been redone. Wheelon noted a favorable report by the Technical Evaluation Panel. He noted that there had been a French nuclear test in the Sahara this morning. He noted that recent analysis o Fracking on the SS-11 had concluded that this vehicle was for the small silos in the USSR. noted a report from the Station in Saigon on Secretary He tabled a memo for the DCI on the question of assets for Haiti. In this connection, the DCI suggested that it would be helpful if a paper could be prepared assessing the post Duvalier period. He tabled a paper for the DCI on the status of the strike force for the Dominican Republic. Executive Director reviewed the latest communication from the Bureau of the Budget concerning the Agency Budget for Fiscal Years 166 and '67. He Approved For Release 2006/11/0 Approved For Release 2006/11/ Ad B01676RO01500100041-8 noted that John Clarke will be in touch with the various Directorates this morning to develop a response for the Bureau within 48 hours. He noted that the DCI meeting with Budget Director Schultze will take place next week. In this connection, the DCI indicated that his response to budget reductions should be key-stoned with the phrase "The President has told me to make this the best intelligence service in the world. " The Executive Director also tabled a sample of the Agency seal in bronze as well as the Agency seal as a paper weight. Consideration is being given to furnishing either of these to Agency employees upon retire - me nt . The DCI raised the question as to who should furnish the weekly report on undesirables within the Dominican Republic Government. OCI has under- taken to furnish this, working closely with DDP. The DCI suggested that it might be appropriate for him to send another letter to the President con- cerning the lack of action on the part of Godoy in removing these elements from his Government. DDI and DDP both argued against such a move at this time and suggested it might be appropriate some time next week. ACTIONS 1.
