(See Action 1) DD/I reported on a series of recent requests for certain intelli- gence studies. These include a White House requirement fora sum- mary by wire related to the Vietnam peace offensive. There have also been a series of requests for factual summaries of various Communist positions and conditions re- lating to a Vietnam settlement and a study of the supply activity within North Vietnam toward the DMZ has been completed. A high level of such supply activity has been noted and appears to be on the increase in recent months. This latter study may be mentioned by the DCI and DDCI in the course of a lunch with Secretary McNamara today. (See Action 2) DD/I suggested that it might be desirable to debrief Vice President Humphrey following his recent awing through the Far East. It was agreed tha~will talk to George Carroll and use the DCI's name in inviting such a session. DD/I noted that NPIC is preparing a comprehensive study of the North Vietnamese SAM system and that this will be presented to the Boaxd of National Estimates tomorrow. R. J. Smith reported on Hanoi's official pronouncements on the U. S. peace offensive as described in the CIB today. In short, Hanoi shows little interest in negotiations now but some slight glimmers of hope exist. Smith reported on the situations in three Latin American trouble spots--the Dominican Republic, Bolivia, and Guatemala. Taylor at the end of the session raised the subject of separation of the DCI from the Agency, but Coyne privately indicated to Kent that this is no longer a serious proposition within the PFIAB. Kent noted that DIA has approved the projected NIE program, and he recommended that the Ghairman of LTSIB can now approve the program. Sheldon reported on the discussion with Komer of the White HousIeLEG1B staff yesterday concernin the question of providing intelligence col- lection facilities Komer said this had been put on ice in recent weeks, but it was agreed that it would be useful for the DCI to write to McGeorge Bundy, setting forth a resume of recent developments in this field. Sheldon will undertake to draft this. DD/S noted that the Civil Service Commission has requested the attendance of ten to twenty Agency officers at a course in budgeting, planning, and programming being given by the CSC in the near future. DD/S noted a large number of such courses and said that the Office of Training is planning a course on this subject for Agency people. This would be the second such facility. DD/P noted that the French have a total of ten special lathes of a type related to nuclear production and which are said tb be objects of ChiCom attempts to purchase. DD/P noted that the heat between the Soviet and ChiCom parties is intensifying. A.s one example he cited the riot yesterday between the two factions of Communists at Panama University.
