Approved For Release 2006/11/06: CIA-RDP80BO1676R001500100014-8 11 January 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 11 January 1966 of DDS&T/ORD gave a background briefing on over-the- horizon radar and the Agency project to monitor ChiCom missile de- velopment. DD/I reported that the Agency will do the usual roundup of world- wide reaction to the President's State of the Union Message, which will be made tomorrow night. DD/I noted press reports alleging capture of some twelve "ChiCom advisers" in South Vietnam. There is no confirmation of this, but if true, it may serve to focus public opinion on the level of ChiCom presence in Vietnam. R. J. Smith briefed on the Dominican Republic situation. He noted current activities of two U. S. destroyers in the Black Sea. He tabled two memos and recommended a special dissemination of them with a covering note over the DCI's signature. One deals with NVN infiltration of South Vietnam and the other with potential successors to Shastri. Kent, noting Shastri's death and Shastri's identification with a nuclear program in India, said that an NIE on nuclear proliferation is being removed from the USIB agenda this week to give time for study of the implications of Shastri's death. As a replacement, an NIE on the ChiCom economy will be placed on the agenda. Kent gave to DCI a memo in response to DCI's request yesterday dealing with the question of use of IAPF units to remove certain military officers from the DR. The memo in essence sees this as a bad thing. For educational purposes the working group has been invited to the Agency on Z4 January to be shown the manner in which we employ the polygraph. DD/S reported that a security team from the Agency has com- pleted its study of the recent OXCART accident and finds that there are no security factors in the accident. I Jreported that a joint committee bill was put forward by a representative yesterday. It was noted that the DCI will brief the Senate Subcommittee today. Bross noted that the Knox Panel, established under the joint auspices of the PFIAB and PSAC to deal with information-handling problems, will be in the building on 13 and 14 January for briefings. DCI said he would be glad to meet with the Panel. DD/S&T gave to DCI a memo on the status of OXCART, including operational capabilities, plans for deployment, and implications of the accident. DD/S&T reported on the useful visit that the DCI and he had made to the Foreign Technology Division at Wright Patterson Air Force Base in Dayton. DD/S&T reported on his visit to Sandia AFB last week in company with two AEC Commissioners. He noted that it makes good sense to build closer ties between the Agency and Sandia components which can give us a hand with R&D and some analytical work. DD/S&T noted that the two AEC Commissioners stated a desire to coordinate CIA and AEC presentations to the Joint Committee on Atomic Energy. It was agreed that this concept would be checked b us with the Joint Committee staff. DCI requested that the Board of National Estimates provide him by 2 p. m. today a memo on the implications of Shastri's death as it affects the India-Pakistan situation; India's relations with the U. S. , the U. S. S. R. , and Communist China; and the inter- national situation in general. 2. DCI requests that efforts continue to arrange informal meetings between him and various Congressmen. DCI noted that he is meeting with General Maxwell Taylo at Taylor's request at 10 a. m. on 13 January, and D/DCI/NIPE is requested to find out what subjects Taylor desires to discuss.
