Podgorny tacitly admitted the presence of some 20, 000 North Vietnamese troops in South Vietnam. Godfrey noted the absence of East German Party Chief Ulbricht from public affairs and a current report that he had suffered a heart attack. Godfrey reported that a check with Secretary Rusk's office indicated that the Agency's intelligence support provided to the Secretary during his recent trip abroad was satisfactory. In the future the Secretary's office will notify us directly to alert us to travel plans. Godfrey com- mended the work of the NE and FE stations in arranging to pass our intelligence support to the Secretary. Godfrey noted the resignation this morning of the Italian Government and linked this with Fanfani's maneuvering to regain power. S. inspections of the He suggested that the members of the Joint Committee be alerted to this sensitivity. DD/5 reported that the Agency will meet with the State Depart- ment's Foreign Buildings Officer today to discuss the new embassy in Saigon and to ensure that our station has adequate space. DD/S noted that some 166 Agency employees attend off-campus university courses taught here under the auspices of George Washing- ton and American Universities. Same 149 other Agency employees are taking university courses under Agency sponsorship in univer;- aities in the Washington area. Houston reported on the results of a conversation yesterday with Garl Marcy, Staff Director of the Fulbright Senate Foreign Relations Committee. Marcy said that Senator Fulbright has given no indication of a desire to discuss CIA. and its work in connection with foreign policy. This subject was among a list of possible agenda items pre- pared by Marcy for possible discussion by the Committee this year. Belief is that Senator McCarthy plans a resolution which would be likely to be referred to the Foreign Relations Committee. Houston said he would .see what might be learned from Senator McCarthy`s Administrative Assistant and that he would alert the White House staff. Houston noted that tomorrow is the Agency's twentieth anniversary in connection with the founding date of the CIG. Brass noted that he will try to work out with Pat Coyne a plan to limit Chamberlain's briefing of the PFIAB on 25 January to intelligence abilities to detect violations of a test ban agreement. Should the sub- ject be extended to detecting violations of a disarmament agreement, briefing assistance will be required from ONE. DD/P noted a current New York Times article concerning CIA. sponsorship of the PAT program in Vietnam. DD/S&T noted that the Knox Panel studying the information retrieval problem in the Intelligence Community has asked for a briefing on CIA work in R&D fields relating to this problem. It was agreed that the Executive Director would look into the advisability of this . Executive Director reported on the latest meeting of the Executive Officers Group attended by representatives of various Government agencies. BOB Director Schultze had set forth four items of Presi- dential priority: (1) reorganization of the executive branch, (2) coordination of Federal and State Government affairs, (3) the work and organization of field installations of the Federal Government, and (4) cost reductions. The latter affects the Agency. The President is intent on cost reductions to provide at least $3 billion. Executive Director noted that each Deputy Director would receive a memo today setting forth personnel ceilings. He noted that the President has directed that the 1 1/4 percent personnel reductions to be accomplished by the end of this year apply to CIA as well as other agencies. Executive Director will be in further contact with the Directorates on this matter. are involved. 25X1 Executive Director noted the DCI's request that a formal system be developed to ensure better understanding by all the Directorates of the work done in each Directorate. OTR is to be asked to arrange a schedule of briefings by individual Deputy Directors over the next several months.
