DD/I reported on the work done at~ where a PI specialist has worked with other intelligence components there putting together photographic readout with reporting from the Roadwatch teams and providing intelligence for U. S. strike aircraft. This accomplishment will be covered in the President's Daily Brief. DD/I reported that a study has been made of the most likely areas of North Vietnam in which any surface-to-surfacemissiles would be in- stalled. The study has been made available to NPIC. (See Action 1) Godfrey noted the current analysis under way to determine the source of the rising number of MIG-19's in the ChiCom Air Force inventory. Though it is not likely that the Soviets are providing these aircraft, it is also not possible an the basis of evidence at hand to con- clude that they are being produced at the Mukden plant. DCI urged that collection of all types be stimulated in an effort to close this gap. DCI asked Kent about the status of the bombing survey being worked on by ONE. Kent described the scope and size of the task, which is a considerable one. DD/S reported that he had not been able to contact 25X1 yesterday to inquire about the availability of Chinese and Quiet weapons. DCI referred to a recent request fram Representative Frances Bolton for the DCI to make a talk to a group of Republican congress- men. Neither the DCI nor Chairman Morgan of the House Foreign Affairs Committee wants to do this. The DCI had discussed this with Secretary Rusk. Rusk wants to meet with the DCI prior to any DCI appearance before the Morgan committee or the Fulbright committee. Rusk intends to discuss this with the President. Houston noted that Chairman Morgan does not desire a DCI briefing of his committee. ACTIONS 1. DD/I is to consider preparing a memo for circulation within the Community on possible surface-to-surface missile sites in North Vietnam as a means of stimulating military interest, collection, and analysis.
