Approved For Release 2009/04/10: CIA-RDP80B01676R001500090081-6 2 February 1966 Morning Meeting of 2 February 1966 of ORR gave a background briefing on Communist cultural and propaganda activities in the less developed countries. (See Action 1) DD/I reported that, pursuant to DCI's request, an interagency task force has been established to deal with the subject of possible introduc- tion of surface-to-surface missiles in Vietnam. The first meeting of the group will take place this afternoon. DD/I tabled a copy of an FBIS report on a recent lengthy article by NVN Defense Minister Giap. DDCI said he intended to give a copy of this to the Secretary of Defense today. DD/I said the article would be summarized and commented upon in the CIB and PDB. Godfrey tabled an in-house memo on a recent Washington Post article concerning Lin Piao, the Viet Cong, and a Rand study. The Post article had misinterpreted Lin's article and the implications of the Rand study. Godfrey reported on the coming Costa Rica elections on 6 February. The outlook is generally okay. Kent reported that the USIB Meeting this week will be Friday rather than Thursday. DD/S reported that 85 percent of the Headquarters parking area has been cleared of snow. DD/S reported trouble at the I caused by the 25X1 heavy weight of snow on the roof. Beams have begun to crack and are being shored up. At DCI inquiry deSilva reported on late developments concerning the A team of experts will begin work on this program in Panama next week. Bross reported on a chat with) is concerned over lack of progress in the CORONA improvement program. Chamberlain noted that a U-2 will conduct a test using color film over South Vietnam. Flight will take place tonight our time. Chamberlain reported that the current Soviet lunar probe appears to be generally on course and is due to arrive on the moon tomorrow. DD/P reported on role last night in offering the Agency's assistance to the Department in getting favorable action from to vote the U. S. way at the Security Council today on the Vietnam issue. DD/P gave to DCI a study of the Chinese mentality and the list of experts on China. DD/P noted that a ~ psychological team in Vietnam is there to teach the Vietnamese a political commissar system for the Vietnamese military forces. DD/P noted that TSD is already at work 25X1 DDCI passed along to Houston some suggestions for improving certain papers being prepared for the DCI's use before the Fulbright committee on 7 February. This led to a discussion of the 7 February meeting and subjects likely to arise. DCI restated his desire to be informed about our internal analysis of the effectiveness of Communist weapons in Vietnam versus those used by U.
