Approved For Release 2009/04/10: CIA-RDP80B01676R001500090079-9 4 February 1966 Morning Meeting of 4 February 1966 of OSI gave a background briefing on Soviet underground nuclear tests since the Test Ban Treaty. DD/I noted the ad under a CIA seal carried in the New York Times and other newspapers on 30 January seeking photographic experts for NPIC. 128 responses have been received thus far. This compares with a total of only 25 for a previous similar ad without the Agency seal. Smith reported on the first meeting yesterday of the surface-to- surface missile task force which has been named Task Force LOOKOUT. The group set down its strengths and weaknesses, and requirements will soon be issued, particularly for overhead reconnaissance and coverage of a large-hatch Soviet ship which has recently made a direct voyage from the Black Sea toward Haiphong. DD/I noted an OCI special report this week on Soviet infantry weapons. (See Action 1) Godfrey briefed on the current Indonesia situation. There are signs that military leaders are not too certain of the loyalty of their subordinates, and a memo on the situation will be issued today. Godfrey reported that the Blue Springs reconnaissance drone en- countered 100 percent cloud cover on the 2 February mission, and there was thus no collection. Godfrey briefed on the current Dominican Republic situation which contains elements of potential trouble. Kent reported on the status of the SNIE which will be discussed at USIB this morning. The SNIE deals with possible effects of a proposed U. S. course of action on DRV capability to support the insurgency in South Vietnam. DIA and Air Force dissents are likely. The meeting with the committee, which was scheduled for 7 February, has been postponed indefinitely. In answer to the DCI's inquiry, deSilva described the current status of "swatch testing. " A team of experts is conducting tests in Panama this week and next. Houston reported that arrangements are being made for the DD/P with assistance from DD/I to brief the Selden subcommittee of the House Foreign Affairs Committee on subversion in Latin America. A date has not been set. DD/P noted that McGeorge Bundy has authorized release of a declassified Agency memo dealing with Communist actions during the bombing lull which 25X1 intends to supplement U. S. efforts to describe reasons for resumption of bombing. DD/P reported on the I I case and certain Certain actions will be taken elsewhere to link this with the Soviet dis- information operation. DD/P noted an Agency report that the Soviets regard Shelepin's visit as successful from the Party view, thus indicating that the mission was concerned with besting the Chinese. reports from Communist sources indicating that the ChiComs will now press for entry into the U. N. and that the Soviets are concerned about this to the extent of reportedly being willing to veto this. DDCI noted that Bill Bundy had telephoned his congratulations for two Agency reports yesterday concerning contacts with Viet Cong representatives abroad. The Director expressed his satisfaction with the assurance of so many senior personnel as to the high morale of the Agency and his strong conviction as to the high degree of professionalism evidenced by the Agency. He encouraged others to be outgoing in their expressions of such confidence in their contacts outside of the Agency. The question was raised as to whether this changed the ground rules about contact with public information media. The Director responded that it was not his intent to inhibit social contacts with representatives of public information media. He did not, however, modify in any way the Agency policy as enunciated in official issuances. 1. Noting his previous instruction to the DD/S to provide ordnance intelligence on Communist weapons being employed in Vietnam, DCI requested that this be done with the assistance and drafting support of the DD/I and other elements of the Agency. DCI requests specific information on the good and bad points of these weapons and recom- mendations as to the use of the strong points of these weapons in fashioning an optimum weapon.
