DCI was on the Hill. DDCI was out of town. DD/I noted that arrangements have been made with General Davis of the Army for the Army to present its twenty-minute briefing on lessons learned at Ia Drang at 11 a. m. on 11 February in the Agency auditorium. Each Agency office interested in attending should inform of the DD/I staff of the numbers planning to attend. The brief- ing will be at the SIGINT codeword level. noted the White House request given to the DCI last night who in turn asked OCI to prepare a memo on NVN official Le Duan. The request came from a member of Moyers' staff. noted the Washington Post story this morning attributing to Yugoslavs word that the ChiComs attempted a coup in Outer Mongolia about a year ago. We do not believe this. Kent noted that at the DCI's request he and DD/I will meet with Professor Langer at a luncheon on 15 February. Kent noted a DCI action levied on him and DD/S&T this morning to set forth ways and means of denying the Mu Gia Pass area to Communist logistics. Kent thought that virtually all elements of the Agency would be asked to contribute to this. noted that late cables pertaining to the problem of intelli- gence collection from have affected intelligence advice pre- viously given to our ambassador there. A new and revised cable will be drafted and submitted to the DCI for approval and release. DD/S reported that CAT Headquarters in Taipei had advised against equipping Air America pilots and crews with arms. DD/S plans to make it clear that we are talking about having arms available to pilots and crews during flight operations. DD/S noted that the interagency high-speed facsimile communica- tions system (LDX) has been approved. Lehman noted that there is some operational capability in the Watch Office to use this system for passage of certain documents. (See Action 2) Houston noted that we have not to date been able to schedule a Congressman to address the Midcareer Course. He suggested Senator McCarthy as a possibility. Executive Director asked Houston to clear any nomination with the DCI. Executive Director noted the DCI's desire to be advised early each morning as to the whereabouts of key Agency officials in the event that for personal reasons or for reasons of official business they are unable to attend the morning meeting. All morning meeting attendees were asked to advise the Executive Director's office when they will be absent. Executive Director noted the DCI's comments at the morning meeting yesterday concerning the need for a survey of the Agency's publication effort. A memo from the Executive Director to the Deputy Directors has been forwarded. Each Deputy Director is asked to study his own output and in two weeks or so an Agency-wide study group will be appointed. 1. DD/I is requested to prepare periodically the effects of in- tensified reconnaissance, particularly in SEA, on the workload and backlog of NPIC. This is to be available for the DCI's use. (DD/I) 2. DD/I is requested to set forth in a memo for all offices of the Agency a description of the LDX system and how'it can be used by Agency components.
