DD/I said that General Davis and the Army briefing team will present the Ia Drang briefing in the Agency auditorium tomorrow at 1100. The briefing will take about one hour. DD/I reported that the surface-to-surface missile Task Force LOOKOUT will meet this afternoon. DD/I noted that) had been in the building yesterday to spend several hours with DD/I, OCI, and the Operations Center being briefed on their work. reported on the disorders yesterday in the Dominican Republic and the current situation and outlook there. The developments there are under close study, and Sitreps will be issued in the course of the day. , Kent reported that of the SAVA staff will join the work currently under way in ONE on certain tasks concerning the Vietnam problem. Ledford noted that the Land Reconnaissance Panel of the President's Scientific Advisory Committee is meeting today to deal with follow-on search systems. is attending the meeting. Presidential Science Advisor Hornig had insisted that a presentation be made on Dr. Flax was concerned about this since he has not yet rendered a decision or a judgment on Crowley is making 25X1 the presentation. He reported also on sketchy evidence in- dicating the possibility that a second G-Class submarine is under construction near Shanghai. He briefed on the crash of a MIG-21 piloted by a North Vietnamese at an NVN air base in recent days. A Soviet pilot went up to look for the missing aircraft. Ledford noted that a SAM had brought down a U. S. aircraft over NVN last night. He reported that the French are scheduled to attempt an earth satellite launching from the Sahara site tomorrow. At DCI inquiry Ledford reported on the current state of OXCART training operations. Full-scale training flights were resumed on 7 February. (See Action 3) Houston reported that the Agency's recent briefing of the Selden subcommittee of the House Foreign Affairs Committee went well. Subject was subversion in Latin America. Houston noted that Carl Duckett of FMSAC is briefing Senators Anderson, Symington, and Smith on Luna 9 this morning. Houston said that Representative Lipscomb will address the current Midcareer Course. Houston observed that at least three Representatives who had been friendly to the Agency will be leaving the House. Two (Ellsworth and MacGregor) will run for senate seats, and one (Kee) will run for governor. Bross reported on certain developments in Pentagon programming and planning which will have the effect of moving the intelligence category into the forefront of such planning. There are numerous implications to this--some good, some bad. Bross plans to meet with General Fitch and possibly Comptroller Anthony and will advise after getting further details. Bross said that Pat Coyne has recently requested a list of topics which affect the coordinating role of the DCI. This appears related to the Clifford-Taylor panel which is to review the DCI's coordinating role. Bross said he planned to discuss this request further with the DCI. S. We had responded that this is contrary to our charter in that the defectors are engaged in a publicity effort within the U. S. DD/P sought and got DCI's approval of the proposed FE telegram to certain FE stations providing background as to why the Agency was not represented at the Honolulu meetings. DCI suggested certain additions concerning the Congressional preoccupation with the CIA role in foreign policy. DCI said that he would be out of town most of next week. He will leave the morning of 15 February and will return the evening of 20 February. 1. DCI requests that he be shown the subjects to be investigated by ONE in the course of preparing analyses of various levels of pos- sible escalation moves regarding Vietnam. (C/BNE - In the course of the day) 2. DCI requests that it be made clear to D/NRO that we did not instigate Hornig's request that a presentation be made to the Land Panel. DCI asked that consideration be given to installing audible, in addition to visible, warning devices aboard the OXCART to serve as an additional aid to the pilot in case of trouble with critical air- craft components or attitudes. (DD/S&T - Status report by 24 February) 4. DCI requests that an appointment be made for him to meet with Representative Bolton to follow-up her recent request for a briefing. DCI said that he had planted the seeds with Representatives Mahon and Rivers yesterday on the need for expansion of NPIC, which the DCI describes as the Achilles' heel of intelligence. Mahon and Rivers plan to visit NPIC in the near future. DCI requests preparation of a brief and punchy presentation to be made at that time.
