Morning Meeting of 14 February 1966
Lundahl gave a background briefing on photography concerning
the ChiCom nuclear test site at Lop Nor.
DD/I tabled a copy of the first status report of Task Force
LOOKOUT, the group examining prospects for introduction of surface-
to-surface missiles in NVN. (See Action 1)
DD/I tabled a memo dealing with preliminary assessment of the
take from CORONA
noted that OCI continues to provide intelligence support
via cable to the Vice President in the Far East and to McGeorge Bundy
in Vietnam.

Kent reported on the progress in work being done on various pos-
sibilities concerning escalation of the Vietnam war. DCI urged that
this study address the nature and consequences of ChiCom intervention
and the nature and consequences of various world reactions to instances
of escalation. Kent said that the study would include these.
DD/S noted that analysis of Communist weapons as compared with
U. S. weapons being employed in Vietnam will be delayed pending the
return this week of who has been in Panama in con-
nection with the "swatch test. "
DD/S noted that authorities in the Far East have added a "hand gun"
to the weapons kit to be carried aboard Air America planes. The kit
will include a carbine as well. The message from the field on this has
not specified the type of hand gun designated.

The Inspector General reported that the survey of Agency pro-
curement begins today. He outlined the plan for conducting this sur-
vey. Consultant and three of his officers are arriving
here today and will be given briefing books on Agency organization
and procurement activities.
Houston reported comments by Senator Smith following the briefing
on Luna 9. Senator Smith is to become a member of our subcommittee.
Houston noted that a time has been set for the DCI to meet with
Representative Mahon tomorrow at 9:15 a. m. for thirty minutes.
At DCI inquiry, Houston explained that Senator Russell has not
responded to various requests we have made for a meeting.
DD/S&T reported certain difficulties FMSAC is encountering in
getting certain ELINT and telemetry tapes-from NSA. Duckett is
trying to resolve this problem today. If this is unsuccessful, DD/S&T
will talk directly with General Carter. If this is unsuccessful, a letter
will be prepared for the DCI's signature to Carter.

Acting DD/P noted~ report that Czechoslovakia's first
nuclear power plant is about ready to go into operation.
Executive Director noted that the Knox Panel looking into Community
information processing will be in the Agency today. DCI said he would
try to drop in on the Panel at some point today.
DCI inquired about the status of work being done in response to a
Presidential request concerning chronology of Dominican Republic
events last April. The report may be ready at the end of business today
but may not be until sometime tomorrow.
1. DD/I is requested to prepare a memo for the DCI's signature
explaining the work of Task Force LOOKOUT to be attached to a copy
of the Task Force's first report. The memo and the report are to be
given to the Chairman, JCS.
